Title: Curriculum Development

Based on Policy: 3.02 - Establishment of Instructional Programs

Office of Primary Responsibility: Vice President for Educational and Student Services


  1. Purpose:

To provide a process by which faculty and instructional supervisors develop, communicate and evaluate the implementation of new programs/courses, revision of current programs/courses and deletion of existing programs/courses

  1. Procedure:
    1. New/revise/delete program
      1. Curriculum proposal abstract

The applicant must complete the curriculum proposal abstract and forward the abstract to the curriculum support coordinator. The curriculum support coordinator will transmit a copy of the abstract to the instructional supervisor of the applicant.  The abstract must include the purpose, intent, budget, expected outcomes and need for such a program development/revision/deletion. Note: A program proposal is due to the Curriculum Support Department no later than the third Friday of each month. Deadline for a new/revise/delete program proposal to be placed in the next year’s catalog is March 31st. The addition/revision/deletion of a program is effective no sooner than the following term after the South Florida State College District Board of Trustees (DBOT) approval, with preference to begin in the following fall term.

      1. Standardization process and substantive change determination

The curriculum proposal abstract will be reviewed by the coordinator, curriculum support for standardization and substantive change determination before forwarding it for administrative approval.

      1. Curriculum proposal abstract approval routing

The coordinator, curriculum support will forward the abstract to the division dean for recommendation and state agencies’ endorsement (if needed). Upon recommendation from the dean, the dean shall forward the abstract to the vice president for educational and student services (VPESS) for approval and SACSCOC notification (if substantive change is required). If the abstract is not recommended by the dean or the VPESS, either will return the abstract to the applicant indicating the reason for non-approval and notify the instructional supervisor and the coordinator, curriculum support of the decision. The dean will be notified by the VPESS, if abstract is not approved.

      1. Documentation of program proposal

Upon approval from the VPESS, the VPESS shall forward the abstract to the coordinator, curriculum support who will forward a copy of the approved abstract to the applicant and maintain the signed original. Upon receiving a copy of the abstract, the applicant shall work with the instructional supervisor and/or division dean in initiating the needs assessment and/or completing the program proposal and related forms (new/revise/delete program proposal, new/revise/delete course proposal, master course description, program map and/or lab/course fee approval).

      1. Standardization process of program proposal

Once all documents are completed, the applicant will forward the substantive change and/or the program proposal to the coordinator, curriculum support for standardization.

    1. Documentation of substantive change proposal

If the proposed curriculum change is needed, the substantive change proposal shall be completed by the applicant with the assistance of the instructional supervisor and/or division dean. Note: Substantive change may require extended time frames for official approval from SACSCOC. SACSCOC substantive change policy is available at www.sacscoc.org. The college approval process may proceed but no substantive change will be implemented until approved by SACSCOC.

    1. Substantive change proposal submission

Once the substantive change standardization is complete, the coordinator, curriculum support will forward the substantive change proposal to the VPESS for review and approval. Upon approval from the VPESS, the VPESS will forward the substantive change proposal to the president for submission to SACSCOC.

      1. Program proposal approval routing

Once the program proposal standardization is complete, the coordinator, curriculum support will forward the proposal to the instructional supervisor for review and recommendation.  If the program proposal is not recommended by the supervisor, the supervisor will return the proposal to the applicant indicating the reason for non-approval and notify the coordinator, curriculum support of the decision.

Upon recommendation from the instructional supervisor, the supervisor will forward the recommended program proposal to the division dean for approval. If the proposal is not recommended by the dean, the dean shall return the proposal to the applicant indicating the reason for non-approval and notify the supervisor and the coordinator, curriculum support of the decision.

Upon recommendation, the division dean will return the program proposal to the coordinator, curriculum support. The coordinator will forward the proposal to the Curriculum Committee for review and recommendation no later than the last Friday of each month. If the program proposal is not recommended by the Curriculum Committee, the curriculum chair will return the proposal to the applicant indicating the reason for the Curriculum Committee’s decision.

Upon recommendation, the Curriculum Committee chair will forward the program proposal to the Learning and Student Success Committee (LASS) for approval. If the program proposal is not recommended by the LASS Committee, the LASS chair shall return the proposal to the applicant indicating the reason for non-approval and notify the Curriculum Committee chair of the decision. Upon recommendation, the LASS Committee chair shall forward the recommendation from the LASS Committee to the VPESS.  The VPESS will present the recommendation to the President’s Council. The president will present the recommendation to the DBOT for action.

      1. Notification

When the program proposal is recommended or not recommended, the respective committee chair or administrator will inform the coordinator, curriculum support who will notify the applicant, instructional supervisor, Curriculum Committee chair, campus directors, Webmaster, advising and counseling chair, registrar, financial aid, and/or eLearning director.  The VPESS will forward the signed documentation to the coordinator, curriculum support who shall maintain the college’s official record of the approval/disapproval of the new/revised/deleted program.

Once the course proposal standardization is complete, the coordinator, curriculum support will forward the course proposal to the instructional supervisor for review and recommendation.  If the course proposal is not recommended by the supervisor, the supervisor will return the proposal to the applicant indicating the reason for non-approval and notify the coordinator, curriculum support of the decision.

Upon recommendation from the instructional supervisor, the supervisor shall forward the course proposal to the division dean for approval.  If the proposal is not recommended by the dean, the dean shall return the proposal to the applicant indicating the reason for non-approval and notify the supervisor and the coordinator, curriculum support of the decision.

Upon recommendation from the division dean, the dean shall forward the course proposal to the director, eLearning, if proposal is a distance learning course, for review and recommendation.  If proposal is not a distance learning course, the dean shall return the proposal to the coordinator, curriculum support. The coordinator will forward the proposal to the Curriculum Committee for review and recommendation no later than the last Friday of each month.  If the proposal is not recommended by either the dean or the director, they will return the proposal to the applicant indicating the reason for non-approval and notify the instructional supervisor and the coordinator, curriculum support of the decision.

Upon recommendation from the director, eLearning, the course proposal is returned to the coordinator, curriculum support. The coordinator will forward the proposal to the Curriculum Committee for review and recommendation no later than the last Friday of each month. If the course proposal is not recommended by the Curriculum Committee, the committee chair will return the proposal to the applicant indicating the reason for non-approval and notify the director, eLearning, if a distance learning course, of the decision.

Upon recommendation from the Curriculum Committee, the curriculum chair will forward the course proposal to the LASS Committee for approval.  If the course proposal is not recommended by the LASS Committee, the LASS chair shall return the proposal to the applicant indicating the reason for non-approval and notify the Curriculum Committee chair and the director, eLearning, if a distance learning course, of the decision.  Upon approval from the LASS Committee, the LASS chair shall forward the recommendation from the LASS Committee to the VPESS. The VPESS will present the recommendation to the President’s Council. The president will present the recommendation to the DBOT for action.

      1. Notification

When the course proposal is recommended or not recommended, the respective committee chair or administrator will inform the coordinator, curriculum support who will notify the applicant, instructional supervisor, Curriculum Committee chair, registrar, controller, cashiers (if course carries a fee), advising and counseling chair,  campus directors, and/or eLearning director (if a distance learning course). The VPESS will forward the signed course proposal to the coordinator, curriculum support who shall maintain the college’s official record of the approval/disapproval of the new/ revised/ deleted/ reinstated/ replaced course.
